The mission of the Environmental Facilities Corporation is to assist communities throughout New York State to undertake critical water quality infrastructure projects by providing access to low-cost capital, grants and expert technical assistance. A primary goal is to ensure that these projects remain affordable while safeguarding essential water resources. We support this mission by consistently using an innovative approach to developing and advancing new financing strategies to maximize the funding that can be made available to our clients, aiding compliance with Federal and State requirements, and promoting green infrastructure practices.

Albany, Cohoes, Rensselaer, Troy, Watervliet and Green Island (Capital Region) completed the transformational Beaver Creek Clean River project with $15M in grants and $38M in low-cost financing from EFC.
Newburgh (Mid-Hudson) completed a crucial $31M sewer project with funding from EFC as part of a long-term control plan to improve water quality in the Hudson River.
EFC has provided $36M in state grants to Hicksville (Long Island) since 2017 to safeguard the community’s drinking water from PFAS, saving local ratepayers $58M in debt service.
EFC awarded $60 million to transformational green infrastructure projects in the inaugural round of the Green Resiliency Grant program, including a resiliency project in the Bronx's Van Cortlandt Park (above).
Rochester (Finger Lakes) is replacing 772 residential lead service lines with a $3M state grant from EFC.
EFC is administering Governor Hochul's grants totaling $100M for lead service line replacement in 12 communities across the state.
EFC is providing $225 million in grants and financing to Chemung County (Southern Tier) for its wastewater treatment plant consolidation project that’s underway.
