Intended Use Plans & Hardship Policy are Now Final

The New York State Environmental Facilities Corporation, the Department of Environmental Conservation and the Department of Health are pleased to announce the availability of the Final Federal Fiscal Year (FFY) 2024 Intended Use Plans (IUPs) for the Clean Water (CWSRF) and Drinking Water State Revolving Funds (DWSRF). The state revolving fund programs are available to municipalities and certain non-municipal entities in New York State to finance water quality and drinking water related projects.

The IUPs include lists of projects that could receive funding in FFY 2024, or the “IUP Period,” which is from Oct. 1, 2023 to Sept. 30, 2024.

EFC anticipates the CWSRF will be able to provide approximately $2 billion in interest-free or low-interest rate financing and grant for clean water project costs during FFY 2024.

DOH anticipates the DWSRF will be able to provide approximately $461 million in interest-free or low-interest rate financing and grant for drinking water project costs during FFY 2024.

INTENDED USE PLANS & PROJECT LISTING

EFC announced the availability of funds and solicited the listing of new projects for the Final 2024 IUPs in the State Register Notice and the Environmental Notice Bulletin on April 26, 2023. New projects and project updates were accepted through June 16, 2023. Projects for which a listing was not received by June 16, 2023 are not included in the Final IUPs.
